The people who own the cows are ranchers or cattlemen/women.......even though they "cowboy" also. However to be "A Cowboy" usually means you are sort of a drifter or a local ne'er do well that just works here and there but never holds a job for long. Often hired year after year on the same place for a few weeks or months at a time sometimes just as a day worker for a specific job such as branding or gathering. In a group if someone were to say "I don't know him, whats is he like?" and the answer was a single phrase of "he's a cowboy" it would be understood his is good help WHEN he is working but will not stay on a job. More in love with the idea of being a cowboy than actually doing the day to day ranch work. Some grew up on ranches and just drifted into the rodeo world to make money and for the excitement. The term Cowboy is used for both male and female riders. Cowgirl is never used by real cattlemen/women of either sex to describe someone doing the job of cowboying.
